What is GovGen and what is it's purpose?

- Token Functionality: GOVGEN is non-transferable, has no monetary value, and is strictly for governance and staking within GovGen.
- Purpose of GovGen: To gauge NO/NWV voter sentiments on Prop #848, facilitating community-led discussions on AtomOne's direction.
- Role in AtomOne: Serves as a preliminary step, not the main AtomOne chain, to collectively decide on AtomOne's future initiatives.
